On January 7th, 2021, the Vermont House of Representatives approved a joint resolution with tri-partisan and independent support, condemning the attack on the U.S. Capitol one day before and calling for the resignation or removal of President Donald Trump for his role in instigating the violence that resulted in the death of 5 people.
No roll call was taken on the vote, but according to the electronic “voice vote” tally, 130 representatives voted in favor of the resolution, 16 voted against, and 4 members did not vote. Prior to the vote, 121 representatives had cosponsored the resolution, indicating that they also voted for it. Due to the way the vote was conducted, the identities and positions of the remaining 29 representatives was not clear.
In an effort to provide our members and the public with the best possible information about how each legislator voted on the measure, VPIRG staff reached out to the 29 representatives who did not cosponsor the bill, asking each of them how they voted. Thirteen responded to us, and of those, six voted Yes and seven voted No. One additional representative voted in such a way that he could be identified as voting against the measure.
We also listened to a discussion of the resolution in the House Republican caucus before the vote. A number of representatives raised concerns and objections to the resolution while others spoke in favor. Based on their comments in caucus, we characterized the position of some legislators as “Likely No”. Again, though we attempted to verify their positions, not all representatives responded to us.

In total, we believe we’ve identified 129 of the 130 representatives who voted for the resolution and at least 10 of the 16 who voted against it (while identifying an additional 3 more who raised concerns or objections to it in caucus).
VPIRG’s position is strongly in favor of the resolution, but we appreciate the responses provided by all legislators. Transparency on matters like this is critically important.
A note about the Senate’s vote on this resolution: 29 of the 30 senators voted in favor of the resolution. The one senator to vote against it was newly elected Sen. Russ Ingalls, R-Essex-Orleans.
